Costa Rica Planning on Online Gambling Tax

The Costa Rican government is planning on imposing a tax on internet gambling operators based in the country, which until now did nothing to regulate the online casino industry.

The Ministry of finance in Costa Rica prepared the plan to tax and regulate internet casinos settled in the country. The bill will be presented for national legislature consideration. The Ministry of Finance believes the bill could raise more then 61  million Euro in revenue. Opponents and proponents argued about the bill over the last several months. The favourable tax situation in Costa Rica is one of the mayor reasons why online casinos chose Costa Rica as a location, and some are scared that the gambling industry will leave the country when the tax plan will be implemented. Minister Jenny Phillips noted that the online casino gambling industry is unregulated, and some form of taxation could be expected at any new location. A report by A.M. Costa Rica said the minister had planned the gambling bill as part of a package to reform tax law. The minister asserted that Costa Rica, along with Antigua are the biggest bases for online gambling sites in the world. She did not talk about the details as to what gambling will be included in the bill.

Powerball lottery pays £158 million

A South Caronlina retire was visited by lady luck, winning him the Powerball lottery jackpot. Yesterday he claimed the £158 million Powerball jackpot, after only spending £1.22 on a lottery ticket.

The man named Solomon Jackson Jr. says: “For once in my life, I really experienced the old saying, ‘Pinch me to see if I’m still alive, or if this is real’ ” South Carolina Education Lottery officials said the Powerball jackpot is the highest ever in this state for a single ticket. Jackson a life time resident of Columbia, kept the details about how he will spend the money to himself. He did say he has a wife and ten siblings, but he did not wanted to say how many children he has or what age he is. He also did not disclose whether he will take his lottery winnings in yearly payments, over three decades or in a lump sum of £78 million. Jackson appeared with his lawyer to claim the lottery winnings, his lawyer Leevy Johnson said: “He said to me, ‘Mr. Johnson, I want to talk to you about something.’ And being a criminal defence lawyer, I said, ‘Oh Lord,’ We matched the numbers up, and we learned that truly he was a winner.” Jackson said he won’t let the lottery jackpot change who he is. “I’m already retired, I’ve already got a good income, and God has blessed me, so I won’t do a bunch with it, but somebody’s going to be blessed.” He said with a smile.

Judge declares Delaware’s sportbetting plans illegal

Monday, a U.S. appeals court ruled that Delaware’s plan to allow sports betting is in violation of federal law, choosing sides of the major sports leagues and the NCAA who argued it would promote game fixing.

Delaware was planning to start sports betting next month. Attorneys who argued for the case for Delaware appeared stunned, and Governor Jack Markell said his administration is looking at its legal options and is still planning to offer limited wagering. Attorneys for the U.S. professional sports leagues and the NCAA had sought an injunction against the plan on grounds that game fixing would be encouraged by sports betting which also would harm their reputations and expose young people to gambling, and violates a 1992 federal law that prevents the spread of sports betting, which also would harm their reputations and expose young people to gambling. A three-judge panel on the U.S. Court of Appeals for the Third Circuit ruled against the state, which is seeking additional revenue to overcome an $800 million budget shortage. Circuit judge Theodore McKee said the Delaware plan would violate the 1992 law. Nachbar attorney for the leagues said: “They clearly have ruled that what the state plans is illegal, the court may well issue a permanent injunction. The closer you get to single-game betting, the more you call into question the integrity of what happens on the field or on the court” Senator van Delaware Jack Markell said: “I would have preferred the single-game betting with point spreads on more sports, but we didn’t get that.”

New Belgian gambling legislation still against trade rules

The Belgium government has introduced and approved new gambling legislation just before the parliamentary leave, after receiving complaints from the EC, the legislative body of the EU, that Belgium violates trade rules set by the EU.

Before the law goes in effect, the draft must still be approved by the Senate. According to the government the law will reduce online gambling, and protect people especially the young people against illegal sites and problem gambling on the internet. Online games of chance, poker is also a game of chance in Belgium will be made illegal to people under 21, online gambling will be legal for people over 18. Internet casino gambling providers also have to similar activity in the real world and have a license. Thus only owners of a casino with a license, can get a license for an online casino. For example, a sports betting company can only offer online sports betting, and not poker for example. The objections from the EC, which objected to the proposed legislation, came after receiving complaints from the European Gaming and Betting Association (EGBA). Maarten Haijer from the EGBA said: “The fact of the matter is that you need to be located in Belgium to provide a gambling site, that’s against European trading rules. And I have not seen any changes in the legislation since we filed complaint.”

South Africa working towards legalized online gambling

South Africa has seen the world of online gambling grow in recent months as the activity grows in popularity. New technology’s and ingenuity among young people of South Africa allow almost everyone to access offshore casinos and poker rooms.

Online gambling is still against the law in South Africa but it is not being enforced by the laws currently in place. lawmakers are trying legalise online gambling for South Africans by changing the law. The lawmakers are worried about developing problems associated illegal gambling, such as underage gambling and other related issues. Executive Director of the National Responsible Gambling Programme (NRGP) in South Africa Professor Peter Collins, said, “In South Africa it is currently estimated that about a quarter of a million people regularly gamble online. It was very difficult to calculate how many individuals participated in online gambling.” Collins noted there has been a lot of growth in internet gambling over the past few years, with South Africa being home to as many as six million gamblers creating revenues of 20 billion Rand a year. It is estimated that online gambling makes up 7 percent of the total. Collins said: “It is much easier playing poker, which is a very popular form of internet gambling, online than organising a poker evening in person. If you however ban something like this completely it will just drive it underground into the arms of organised crime.” With underage gambling becoming a problem because of the increase in young people having access to the internet with new sophisticated mobile phones and PDA’s. The South African government legislated a new law last year, that allows operators to provide online gambling provided they obey industry regulations. Derek Auret CEO of the Casino Association of SA (Casa) said he saw the new legislation as a great opportunity.
